Community groups sit on Singapore’s new drone regulatory advisory body

The Civil Aviation Authority of Singapore (CAAS) has set up an Unmanned Aircraft Systems Advisory Panel (UASAP). The Panel will help CAAS review Singapore’s Unmanned Aircraft Systems (UAS) regulatory framework and recommend enhancements to the framework. According to the CAAS It will also “work with UAS users to promote a safe and responsible culture for the use of UAS. As part of its engagement, the Panel will reach out to seek views and feedback from users, residents and other stakeholder groups before making its recommendations.”

The UASAP will be chaired by Mr. Timothy De Souza, a veteran RSAF pilot and member of the Presidential Council for Minority Rights. He will be joined by 11 members representing key stakeholder groups, including UAS industry and interest groups, UAS training organisations, academia, government agencies, and grassroots organisations.

The Panel is expected to provide its recommendations by early 2020.

Mr Timothy de Souza is a veteran RSAF Lieutenant-Colonel who was a fighter pilot and a member of the first RSAF Black Knights aerobatics team. He has extensive aviation management experience.

He has been involved in community service for over 30 years and is a member of the Presidential Council for Minority Rights, the Chairman of the Pioneer/Merdeka Generation Appeals Panel, a member of the People’s Association Board and a Trustee of the Eurasian Association.

Prof Foong Shaohui, P. Kepujian
Associate Professor, Engineering Product Development Pillar, Singapore University of Technology and Design
Prof Foong Shaohui is an Associate Professor in the Singapore University of Technology and Design. He is principal investigator for the Aerial Innovation Research (AIR) Laboratory and actively pursues research in unmanned systems and robotics.
Dr Daniel He
President, Multirotor Association of Singapore
Dr Daniel He is the founder and current president of Multirotor Association Singapore. He organises the yearly Asia Drone Championships in collaboration with the Singapore Science Centre.

Mr Kwek Kok Kwong is the Chief Executive Officer of NTUC LearningHub. He is a leading player in continuing education and training, and works closely with organisations and unions to enhance organisational excellence and upskill workers.

Deputy Chief Executive and Commissioner of Parks & Recreation, NParks
Dr Leong Chee Chiew is the Commissioner of Parks and Recreation, Deputy Chief Executive Officer of the NParks’ Professional Development and Services Cluster, and Executive Director of National Parks, Gardens & Nature Reserves Cluster. He is also a Board Member of the Singapore Environment Council and Singapore Garden City Private Limited.
Mr Kalvin Lim
President, Radio Modellers Singapore
Mr Kalvin Lim is the President of Radio Modellers Singapore. He is an avid flyer of fixed wing aircraft and drones, and has won numerous awards around the region for his piloting skills.
Mr Roderick Ng
Member, Kembangan-Chai Chee Citizens’ Consultative Committee
Roderick has been an active grassroots leader in Kembangan-Chai Chee for more than 5 years and currently serves on the Kembangan-Chai Chee Citizens’ Consultative Committee and Community Club Management Committee. He contributes to various social activities and committees, including the formation of the Kembangan-Chai Chee Community Legal Clinic programme in 2015 to provide basic legal advice to residents of the constituency.
Mr Kevin Shum, PPA(P), PBS
Director General, Civil Aviation Authority of Singapore
Mr Kevin Shum is the Director-General of the Civil Aviation Authority of Singapore. He is responsible for the development of Singapore as a sustainable aviation hub. He is also on the Executive Committee and the Chair of the Asia Pacific CEO Committee (APC3) in the Civil Air Navigation Services Organisation. He also has special interests in competitiveness, safety and productivity issues in the aviation sector, as well as the development of Unmanned Aircraft Systems.

Mr Sia Kheng Yok is the CEO of the Association of Aerospace Industries (Singapore). He spearheaded the formation of the Singapore UAS Community in 2019 to foster the development of the UAS sector.

Mr Tan Chye Hee is the Deputy Commissioner of Police (Operations), and is responsible for all operational matters in SPF and instrumental in ensuring that SPF adopts new technology in crime fighting and developing new capabilities to combat terrorism.
Dr Wan Rizal Bin Wan Zakariah
Member, Pasir Ris East and Punggol East Citizens’ Consultative Committee
Dr Wan Rizal is a member of Pasir Ris East and Punggol East Citizens’ Consultative Committees. He plans and develops outreach initiatives, and has been involved in community service since 2011, attending house visits regularly to understand ground sentiments. He is involved in numerous IRCCs (Inter Racial and Religious Confidence Circle) at Punggol North, Punggol West and Pasir Ris East.

Ms Joyce Wong is the Founder of Just Fly It, an aerospace enrichment provider. Its aerospace-related programmes are primarily targeted at primary and secondary school students, reaching more than 50 schools.
